CREF's efforts are underpinned by the Forum Board of Advisors. The Board comprises some of the most influential and respected figures working in the renewable energy sector today. The Board provides key guidance on agenda topics and speakers and will be instrumental in ensuring CREF has a long-term impact on the energy sector in the region.

Vicky A. Bailey
President, Anderson Stratton International, LLC.
Vicky A. Bailey serves as the President of Anderson Stratton International, LLC.
Ms. Bailey served as a partner of Johnston & Associates LLC, a 1990, public and
legislative affairs consultancy, from March 2004 to October 2005. She served as an
Assistant Secretary for the Office of Policy and International Affairs at the US
Department of Energy from 2001 until 2004 and ex-member director of the Federal
Energy Regulatory Commission (FERC), from 1993 to 2000, Ms. Bailey assumed the
position of President of PSI Energy Inc. until her appointment by President Bush to
the Department of Energy post in June 2001. She served as a Non Executive Director of
Scottish Power PLC, from June 1, 2004 to July 26, 2006. She served as a Commissioner
of the Indiana Public Utility Commission from 1986 to 1993. Ms. Bailey received a BS
in industrial management from Purdue University.
Jerry Butler (Chairman)
Jerry Butler currently is the Managing Director of Butler Caribbean Consultants
& Associates (BCCA), a firm managing a network of Caribbean investment bankers,
lawyers, and accountants specializing in identifying and executing Caribbean
investment opportunities and projects. He previously represented the interests
of the English-speaking Caribbean Countries on the Boards of Executive Directors
of the Inter-American Development Bank, the Inter-American Investment Corp.
and the Multilateral Investment Fund in Washington, DC as Chairman of the Audit
Committee, and Chairman of the Ethics Committee of the Board.
Anton Edmunds
Executive Director & CEO, Caribbean Central American Action (CCAA)
Anton Edmunds is the Executive Director & Chief Executive Officer of Caribbean
Central American Action (CCAA) a private corporation that promotes private sector-led
economic development in the economies that make up the Caribbean Basin.
Anton sits on the Board of the Caribbean Hotel Association, the Caribbean Tourism
Organization and the Caribbean Association of Industry & Commerce. He possesses
a Bachelor’s degree from The Catholic University of America and a Masters
Degree from the American University.
Barry Featherman
President & CEO, Inter-American Economic Council
Barry Featherman is the President and CEO of the Inter-American Economic Council.
In this capacity Mr. Featherman has collaborated with Government and Business
Leaders on fashioning programs to promote development in Latin America and the
Caribbean. In 2005 he served as Director of the Transition Team for the Assistant
Secretary General of the Organization of American States. He serves as a government
appointee on the the National Advisory Committee of the United States Environmental
Protection Agency, the United States Host Committee for the 2008 Board of Governors
Meeting of the Inter-American Development Bank, the Advisory Board of the American
Jewish Committee Latin America and Latino Institute, the Advisory Board of the
United States Virgin Islands Military and Veterans Memorial Complex and the
Trade Advisory Board of the Canadian Foundation of the Americas (FOCAL).
Dr. Indra Haraksingh
Lecturer, University of the West Indies
President, Caribbean Solar Energy Society
Winner of the 2008 "International Pioneer Award for Solar Energy"
Dr. Indra Haraksingh is a lecturer in the Department of Physics at The
University of the West Indies. Her focus is in Pure Physics, Solar Energy,
Geophysics and Earth Sciences. She has served as a member of the
International Steering Committee of the World Renewable Energy Network for
over ten years and is a Member of the Projects Steering Committee of
Caricom's Caribbean Renewable Energy Development Programme.Dr. Haraksingh is
a founding member and President of the Caribbean Solar Energy Society, a
member of the Steering Committee of the World Renewable Network, a member of
the Renewable Energy Committee of Trinidad and Tobago, amongst others.
In July 2008 Dr. Indra Haraksingh was presented with the International
Pioneer Award for Solar Energy at the Tenth World Renewable Energy Congress
held in Glasgow, Scotland.
Nigel Hosein
Executive Director, Caribbean Electric Utilities Association (CARILEC)
Nigel Hosein is the Executive Director of CARILEC, the umbrella organization which serves the region’s electric
utilities. Founded in 1989, CARILEC today comprises 33 full members and 60 associate
members from 31 countries across the Caribbean.
Mark Lambrides
Division Chief, Energy & Climate Change, Organization of American States (OAS)
Mark Lambrides is the Division Chief for Energy and Climate Change
Mitigation in the Department of Sustainable Development at the Organization
of American States (OAS), Mark provides support to senior government
officials and other key stakeholders in Latin American and Caribbean on
energy sector and related climate change matters. Mr. Lambrides received his
M.A. in International Relations from The Johns Hopkins University - The Paul
H. Nitze School of Advanced International Studies (SAIS), and his B.A. in
Political Science and Spanish from Kalamazoo College.
Thomas M. Scheutzlich
Principal Advisor, Caribbean Renewable Energy Development Programme, CREDP-GTZ
Thomas Scheutzlich is the Principal Advisor of the German component of the
Caribbean Renewable Energy Development Programme which is headquartered in
Saint Lucia. He is a senior partner of the Germany based consultancy company
Projekt-Consult GmbH which was charged with the execution of this programme
on behalf of the German Agency for Technical Cooperation GTZ. Besides his
current assignment in the Caribbean, Mr. Scheutzlich is also a consultant to
the World Bank, the Inter-American Development Bank, the KfW, the EU and
others in Central America and the Latin-America.
Joseph Williams
Programme Manager, Energy, Caribbean Community Secretariat (CARICOM)
Joseph Williams is head of the Energy Programme at The Caribbean Community
(CARICOM) Secretariat. Previous to this role, he was the managing director
of an energy management consulting and energy products marketing firm which
traded energy efficiency and renewable technologies services and products in
Jamaica and parts of the Caribbean. Mr Williams worked with the electric
utility, Jamaica Public Service Company Limited for approximately 12 years
where he headed the Energy Services and Marketing function which was
responsible for renewable energy and all customer energy efficiency matters.
Mr Williams was also instrumental in the implementation of the first Demand
Side Management Project in the Caribbean, a project funded by GEF through
the World Bank. In addition he developed the Caribbean Reference Energy
System (CRESS) Model, an energy planning tool for Caribbean Countries. Mr
Williams is a registered professional Mechanical Engineering and also holds
a Master of Science in Engineering Management with emphasis in National
Energy Policy and Planning from University of The West Indies.
